The United States:
In many cases you can view ‘Cops’ as reformists; trainees if you will, learning to be part of society.
Former gang members, petty criminals, or other low tier members of society; whereas ‘Police’ are Civil Servants, decorated members of society graced with a badge, and a license to kill, serve, and protect.

The Police are to understand fully and uphold Laws set in place for their designated ‘zone’ (jurisdiction) and guide the (if you will) ‘Cops’ on how to regulate their zone.
Beyond the ‘Police’ was then designated the ‘Feds’ those with rights to all ‘zones’ and jurisdiction across all State-Lines. These ‘Feds’ (Federal Bureau Of Investigation) were to over-see each State Universally and track Criminals who make it past the local Police and reach State-Lines which is where many ‘Police’ lose power to pursue. Transparency is crucial as these two Agencies must work hand in hand.

Beyond the Federal Bureau Of Investigation, is then the Central Intelligence Agency (the CIA) with International Power to Pursue, and governing power over both the Police and the FBI. A single engine plane with a private pilot is escorting a drug lord to Peru, from Texas. His capture comes with a bounty of half a million dollars.

His guilt is of no consequence as his capture will yield half a million dollars.
There is a World Court, but very little is known of this Entity, or her Enforcers.
